We’re excited to share some great news: House Bill 3372 has passed! This is a big win for small farmers, food sovereignty, and our shared vision of an Oregon where everyone has access to fresh, culturally meaningful food.

For years, small-scale farmers across the state have faced a frustrating barrier: due to a technicality, Oregon’s water laws prevented them from using water from their own domestic wells to grow food for sale. That meant if you didn’t have access to irrigation rights, it didn’t matter if you had the land, skills, and even the water to farm—you simply couldn’t legally grow food to feed your community.

HB 3372 changes that. Thanks to this bill, many small farmers will now be able to legally sell excess produce or flowers at farmers markets, farm stands or CSAs!

We believe everyone should have the opportunity to grow, share, and sell food. This bill brings us one step closer to that vision and supports community-driven food systems—and it’s thanks to the persistent advocacy of groups like Friends of Family Farmers, and small producers and community advocates.

The ability to grow your own food and support your community is at the heart of food sovereignty.
